Gotham begins with members of Penguin’s underworld squabbling. He shoots a gun into the air to bring order and demands to know who arranged the escape from Arkham. He admonishes them for not knowing and tells them they must restore order in “business.” He declares there will be no more chaos in the street and everything is to go through him. He dismisses them and meets Tabitha, who asks he speak with her brother alone. At the precinct, Captain Nathaniel Barnes demands the attention of his officers. He tells them they should feel ashamed and angry and demands anyone who is not to resign! He pulls out the files of a number officers and fires them for the crimes they have done. He arrests one when he protests. Capt. Barnes warns them he will incarcerate any officer who breaks the law or turns a blind eye. Jim is impressed, and speaks to him privately. He tells him he agrees with everything he has said. Barnes describes him as a “troublemaker,” making him his second in command. Jim warns him he has his work cut out for him. Harvey tries to convince Jim that Barnes will not work out.
Penguin and Theo meet, there he learns he is behind the Arkham break out when he sees Barbara. Tabitha insults him, calling him the “King of Garbage.” He warns her not to underestimate him. Theo diffuses the situation by showing his plan for Gotham’s residential areas and tries to enlist his help with his plans. Penguin turns him down, not believing in his plan. Theo tries to get him to kill his opponents, but he again refuses. They show him they have captured his mother.
Barnes meets with Jim at the police academy and proposes a team of good cops to deal with problems of Gotham. They begin the process of recruiting various officers and settle on four of them, making them Unit Alpha, a strike force. Jim, however, has reservations about them being ready for Gotham. At City Hall, Theo receives the key to the city for stopping Jerome. He arranges for a shooter to interrupt the ceremony and then announces he will run for mayor. That night, Penguin kills Theo’s opponents, stabbing Janice Caufield to death! Later, Alfred waits for Bruce outside of his school and finds Selina waiting with him. He slaps her for killing Reggie and warns her to stay away from Bruce. He begins Bruce’s training with a run home.
At the precinct, Ed finds himself at odds with his dark side over asking Ms. Cringle out. She is impressed by his assertion and agrees to a date with him that night. Barnes continues to train the Strike Force, telling them no one gets a free a pass on crime. The Strike Force suits up while Jim and Harvey investigate Janice’s murder. The witnesses give Jim a description of the murderer that sounds like Penguin. Theo meets with Bruce for dinner. There, Bruce thanks him for saving his life. He comments on his parents’ death and the police and Wayne Enterprises failures; and then introduces him to Silver St. Cloud, his niece. Later, Ed cooks dinner for Ms. Cringle (Kristen), while Penguin confides in Butch about his mother. Victor goes after the next mayoral candidate, much to Jim’s chagrin. The Strike Force takes him on and manages to stop his attempted hit. Kristen and Ed enjoy their dinner, until he slips and reveals her abuser is dead. He also reveals he has an inner voice that keeps him in line. They remove their glasses and kiss.
Jim confronts Penguin, demanding answers. He warns them they will come after him. Penguin reminds him of the man he killed and how he ran Commissioner Loeb out of town so he can get his job back. They part ways deciding to face whatever comes for them. Barnes declares it is time the Strike Force take down Penguin. At school, Silver continues to befriend Bruce while Selina remembers Alfred’s warning. Theo relishes in how well his plan is going, while Penguin learns of his mother’s demise!
